He cannot find a switch or fuse. Is there one?

The Rockwood and Flagstaff campers should have a pump switch located near the converter.  At least the three that I've owned did/does.

Although the circuit feeding the water pump is fused on the converter's front panel there's also likely a 7.5 amp fuse near the pump itself, wired into the +12vdc line feeding the pump.  As already mentioned, there should also be a master switch to allow killing power to the pump so it doesn't inadvertently come on every time the pressure switch attached to the end of the pump detects a drop in water pressure and turns the pump on, whether you want it to or not.
